As fall settles in, it’s a good time to pause and appreciate how far we’ve come and how much we continue to build together. Whether it’s the progress made in flood recovery, new housing and business development, or community programs like Senior Meals and events at our library, there’s a lot to be proud of here in North Sioux City. You’ll also see in this issue how much of our city’s revenue comes from the strong business base that serves people across the region - a great reminder that our success is shared well beyond our city limits.

Trivia & Tidbits

A closer look at where our sales tax revenue comes from. Last month, we shared how North Sioux City generates an impressive amount of sales tax revenue for a community of our size. This month, we’re taking a closer look at what drives that success.

The chart above shows 2024 Sales Tax Revenue by Industry, totaling $4.8 million. The largest contributors are Retail Trade (30.9%), Services (21.9%), and Manufacturing (18.9%). To put that in perspective, many of these categories include businesses that serve customers from well beyond our city limits, helping bring in outside dollars that strengthen our local economy.

  • Retail Trade includes lumber and building materials, gas stations, restaurants, and furniture stores.

  • Services include hotels and motels, equipment rentals, automotive repair shops, and building maintenance services.

  • Manufacturing includes food products, lawn and garden equipment, and packaging machinery.

  • Wholesale Trade includes wholesale groceries, computer equipment and software, and industrial machinery.

Thanks to these thriving industries and the visitors, commuters, and businesses they attract, much of North Sioux City’s revenue comes from non-resident spending, helping keep local property taxes lower while still funding vital city services and community improvements.

Community Spotlight

Meet Mardelle Cole and Tom Berkemier  –  This month, we recognize two long-serving members of the Housing & Redevelopment Commission (HRC), Mardelle Cole and Tom Berkemier, for their years of dedicated service to North Sioux City.

Mardelle has served on the HRC since it was established in 1996, and Tom joined in 2003. Together, they have helped guide the organization’s mission of providing affordable housing and supporting neighborhood growth for nearly three decades.

Under their leadership, the HRC has played a vital role in several key projects that have shaped our community, including Wildflower Bend, which added 21 new homes = 6 Governor’s houses, 3 Habitat for Humanity homes, and 12 privately developed homes. Additional HRC projects include the Prairie Lake Apartments and the New Horizon and Northport senior apartment developments.

Both Mardelle and Tom have announced plans to retire from the commission in January 2026, though they have graciously agreed to continue serving until replacements are identified to maintain quorum and continuity.

Flood Recovery Updates

🛣️ Homeowner Recovery Program – Formal lot acquisition offers have gone out to qualified property owners, who have until October 30 to respond. As part of the City’s mitigation plan, these properties are being acquired for public purposes such as flood mitigation, neighborhood stabilization, and future infrastructure development.

⚠️ Northshore Drive Speed Limit – With construction on Penrose Drive now complete, the speed limit along Northshore Drive has returned to 25 mph. Please continue to drive carefully through this area.

🚧 Northshore Drive Reconstruction – The City continues working with property owners to obtain the necessary right-of-way and easements to move forward with reconstructing Northshore Drive and replacing the sidewalk lost in the flood. If all easements are secured, construction is expected to begin next spring; if not, the project could face delays due to the legal process and the need to schedule construction outside the school year.

Adult Craft Night

Something for every reader this fall! - Preschool Storytime continues on Wednesdays and Thursdays at 10:30 a.m. with a special guest this month: newly published author Katie Kruse, who will visit on October 23 to read her new children’s book. Lego Builders is in full swing, with 33 kids attending the last session. This creative building program meets the last Monday of each month from 4–5 p.m. The next Adult Craft Night will be held on November 13 at 6 p.m. (craft to be announced soon). The Book Club will meet on Monday, November 10 (moved due to the holiday) to discuss The Lincoln Highway by Amor Towles. And for fiction fans, the much-anticipated new Dan Brown novel has arrived! It’s the sixth installment in the Robert Langdon series and the first in eight years, already generating lots of excitement among readers.

Community Reminders & Updates

Garbage & Recycling Schedule Change – The updated garbage and recycling collection day for certain residents is now in effect. All affected households have been notified. For details and the updated map, click here.

🍽️ Senior Meals Program – Senior Meals are back at the North Sioux City Senior Center (301 Military Road), offering nutritious lunches Monday through Friday at noon for residents 60 and older, their spouses, and qualifying household members. Meals are $7 each (cash or check). Reservations are required two days in advance by calling Lynn at 712-203-0896. View the current menu here.

🚓 Police Department Upgrades – The North Sioux City Police Department recently introduced flock safety cameras to help deter and solve crimes by capturing vehicle details like make, model, and color while maintaining strict privacy standards. The department has also added new tasers, giving officers a safe, non-lethal tool to help protect the community.

🎃 Annual Trick-or-Treat Night – Join the fun at North Sioux City’s Annual Trick-or-Treat Night! Stop by the Community Center (205 Sodrac Drive) on Friday, October 31, from 6–8 p.m. for games, candy, and prizes. Costumes encouraged!

📆 Upcoming Commission Meetings: The next City Commission meetings will be held on Monday, Nov 3rd and 17th at 6:00 PM at City Hall. Can’t attend in person? Watch it live or catch the replay on our YouTube channel.

Inside Economic Development

Progress continues in North Sioux City with the upcoming addition of a Kwik Star convenience store, one of the newest designs in their chain. The plat for the project was approved by the Planning Commission on September 24 and by the City Commission on October 6. Kwik Star also received approval for a conditional use permit, which is required for operating a convenience store with fueling stations in CB-2 zoned areas.

In addition to offering a modern fueling and retail option for residents, Kwik Star is expected to draw in travelers and commuters, helping generate new sales tax revenue from visitors to our community. Construction is anticipated to begin in spring 2027, featuring a 9,200-square-foot building with a projected five-to-six-month build time.
